The continuous global growth of urban population increased the waste generation rate in cities. Garbage collection became one of the most important services each municipality provides to protect its habitants and the environment from the harmful impact of solid waste. In order to find an efficient and effective way of collecting, treating, and disposing solid waste, municipalities need to tackle some problems such as collection efficiency, financial resources, and pollutant emissions. It is in this context that the Information and communication technologies (ICT) come into place. ICTs must be used to design modern garbage collection systems. At present, ICTs can help dealing with different garbage collection issues, namely: geographical information, identification, data acquisition, and data communication. Using a combination of ICTs, makes it possible to create a reliable and innovative solid waste management system. This thesis presents a device that measures the filling level of a waste bin using Infrared based sensors. There are many products in the market for this purpose, but most of them uses ultrasonic sensors, which is a technology more expensive than infrared. We created an IoT (Internet of Things) device capable of determining a bins’ filling level (< 25%, < 50%, < 75%, > 75%) and estimate the volume inside the container with a price that is lower than the ones that already exist in the market. Using our device connected to a remote server, together with other technologies or algorithms such as finding the best route, should allow the waste management companies to reduce costs, reduce the traveled distance by the collecting trucks, and to emit less pollutants to the atmosphere by avoiding unnecessary trips of waste collecting teams to bins that are not full. In the end, we implemented our solution in a real scenario to test it and to draw conclusions about its overall quality.
