O turismo nos Bairros Históricos de Lisboa: impactes na comunidade local

Abstract

O objetivo deste estudo é avaliar a situação atual da comunidade local dos bairros típicos da zona histórica de Lisboa, relativamente ao fluxo turístico acentuado que se tem vindo a desenvolver na região nos últimos anos. Completou-se a análise de estudos anteriores sobre o novo tipo de turismo, as suas características e como este se refletiu em outras cidades europeias e pode estar – ou vir a – influenciar o fenómeno hoje visível na capital do país. É então feito o cruzamento entre os resultados da investigação e os conhecimentos estudados sobre os conceitos de turismo na atualidade, como o novo tipo de turista mundial, o turismo urbano sustentável e todas as diferentes características do turismo de baixo custo, como a economia de partilha e o mercado de comunidade. Para tal, realizou-se pesquisa tanto qualitativa quanto quantitativa na forma de questionáriod aos residentes e comerciantes da área e entrevistas a diversas entidades governamentais com contacto e influência administrativa direta sobre este espaço geográfico. As questões endereçadas nesta parte de recolha de informação concentraram-se não só em situações diretamente relacionadas com o sector turístico, mas também tiveram em atenção as condições sociais e económicas que caracterizam esta população. Isto porque alguns destes bairros são geralmente associados a certos problemas urbanos que já foram extensamente analisados, como a questão da gentrificação e da degradação do edificado e do espaço público no geral. Torna-se assim necessário o compreender o impacto positivo e negativo do fenómeno turístico na região através das novas dinâmicas que este introduz e também através das consequências da sua injeção numa área com vivências, experiências e características muito próprias e já muito enraizadas. Os resultados aqui recolhidos e discutidos vieram ao encontro das principais questões que esta dissertação pretendia responder, mas ainda assim podem ser considerados um estudo muito básico devido à amostra reduzida, restringida pela calendarização desta tese. Contudo, os seus resultados permitem determinar as principais preocupações dos residentes e as medidas tomadas tanto por parte das comunidades locais como por parte das entidades responsáveis para garantir a sustentabilidade deste novo componente da vida típica de Lisboa.

The aim of this study is to evaluate the current situation of the local communities on the typical neighbourhoods of the historical part of Lisbon, considering the acentuated turistic flow we see developing in this region over the last few years. An analysis of former studies regarding the new type of tourism, its characteristics and how it reflected on other europeean cities was conducted in order to understand how it can be – or eventually will be – influencing the phenomena we see now on the country’s capital. The results of the investigation were cross-referenced with the previously studied knowledge of new concepts, such as tourism nowadays, the new type of world tourist, the sustainable urban tourism and all the diferente components of low-cost tourism, such as the sharing economy and the community market. In order to make this possible, both qualitative and quantitative research was conducted in the shape of surveys for local residents and sellers. Interviews to several diferent government entities who have direct contact or administrative influence over the study area where also organized. The questions presente in this section of information gathering focused not only in matters directly linked to the tourism industry, but also had into consideration the social and economical conditions that distinguish this population. The reason behind it being that some of these neighborhoods are usually linked to certain urban problems which have already been extensely analysed by other authors. For example, the gentrification issue and the deterioration of the buildings and public áreas. This means that it is necessary to understand the positive and the negative impact the tourism phenomeno in this área not only regarding the new dinamics it introduces but also regarding the consequences of it’s injection in a space with a very rotted community with very particular life experiences and ways of living. The results shown and discussed here do answer all of the main questions this paper wants to answer. However it can still be considered a very premature study due to the small sample of inquiries which was, on their end, restricted by the time on which one could invest on this thesis. Nevertheless, the results determine the main concerns of the population, as well as all of the measures being taken into action by the local communities as well as the local responsible entities. All this in order to sustain this new part of the typical like of Lisbon.
