Dinâmicas de uso e ocupação do solo e delimitação de perímetros urbanos

Abstract

O modelo de planeamento urbano utilizado no último século criou estruturas distendidas e fragmentadas, dominadas pela contínua expansão urbana. No entanto, hoje em dia procura-se instaurar um modelo que contenha essa expansão, aproveite o espaço consolidado e os vazios existentes, que valorize o solo rural e preserve os espaços naturais. Assim, a delimitação dos perímetros urbanos em sede de revisão de Plano Diretor Municipal (PDM) deve seguir esse novo modelo. Este trabalho, desenvolvido no âmbito de estágio curricular, propõe-se como objetivo estabelecer um método para a análise das mudanças na ocupação do solo a nível concelhio, que permita entender as necessidades do território e assim poder re-desenhar eficientemente os perímetros urbanos, no contexto de revisão do PDM. O trabalho tem como caso de estudo o concelho de Tavira. Analisou-se, no âmbito de um Sistema de Informação Geográfica (SIG), a situação do concelho no ano de publicação do PDM em vigor (1997), quanto às formas urbanas e à ocupação do solo; as necessidades de expansão dos perímetros urbanos existentes; os perímetros urbanos propostos e as Áreas de Edificação Dispersa (AED) propostas; e a ocupação do solo na atualidade. Os resultados mostram um incremento de 60 % no território artificializado do concelho, em detrimento da ocupação agrícola e agro-florestal. No entanto, os perímetros urbanos propostos, mesmo que em maior número, apresentam formas mais contidas que os anteriores, respeitando as restrições impostas pela Reserva Agrícola Nacional, a Reserva Ecológica Nacional, a Estrutura Ecológica Municipal e o Perímetro de Rega. O trabalho desenvolvido permite concluir que os objetivos estabelecidos foram atingidos satisfatoriamente, e constitui um contributo para a concretização de vários objetivos do PDM em vigor, assim como do PDM proposto.

The model of urban planning used during the last century created distended and fragmented structures, dominated by the continuous urban expansion. However, nowadays it’s tried to establish a model to contain that expansion, take advantage of the consolidated space and the existent emptiness, value the rural soil and preserve the natural spaces. This way, the delimitation of urban perimeters in context of revision of the Municipal Master Plan should follow that new model. This study, developed in the extent of curricular internship, intends as objective to establish a method for the analysis of the changes on soil’s occupation, which allows to understand the needs of the territory and, like this, be able to re-draw the urban perimeters efficiently, in the context of revision of the Municipal Master Plan. The work has as case of study the municipality of Tavira. It was analyzed, in the extent of a Geographical Information System (GIS), the situation of the region at the year of publication of the current Municipal Master Plan (1997), as for the urban forms and to the soil’s occupation; the needs of expansion of the existent urban perimeters; the proposed urban perimeters and Disperse Construction Areas; and the soil’s occupation at the present time. The results show an increment of 60 % in the artificial territory of the municipality, to the detriment of agricultural and agriculture-forest occupation. However, the proposed urban perimeters, even in a larger number, present forms more contained that the previous ones, respecting the restrictions imposed by the National Agricultural Reservation, the National Ecological Reservation, the Municipal Ecological Structure and the Watering Perimeter. The developed study allows to conclude that the established objectives were reached satisfactorily, and it constitutes a contribution for the materialization of several objectives of the current Municipal Master Plan, as well as of the proposed one.
